Robert Hurley, Ph.D.
Professor and Director

Dr. Hurley is a Professor at Fordham University and President of Hurley Associates. At Fordham, Dr. Hurley has been recognized by the student body for his excellence in teaching with the Gladys and Henry Crown Award for faculty excellence.

Dr. Hurley consults with organizations on leadership development, top team development, coaching, managing transformational change, developing and implementing strategies to maximize customer value. He has been a core faculty member in Columbia Business School's High Impact Leadership Program for the past 20 years. He also taught for Duke Corporate Education for three years. Earlier in his career he was a Product Manager at Kraft Foods. He began his career as a CPA working for Ernst and Whinney and Arthur Andersen where he consulted with large-and medium-sized companies in the financial area.

Dr. Hurley's consulting experience has included work on innovation with NASA and managing change with Avon Products, First Tennessee Bank, IBM, Kraft Foods, Kinkos, Mercedes Benz, Sheetz Convenience Stores and State Farm Insurance. His teaching and consulting has included work in India, United Kingdom, Poland, Portugal, Italy, Japan, China, Switzerland, Hong Kong, Australia, France, and the United States.

Dr. Hurley has a B.S. from Fordham University and earned his M.B.A. at the Wharton School. While at Wharton he served as a Senior Consultant at the Wharton Entrepreneurial Center. Dr. Hurley received his doctorate from Columbia University. He has published over 30 articles or book chapters. His work has appeared in the Wall Street Journal, Financial Times, California Management Review, and Harvard Business Review. 
        Robert Spurr 

US Co Head & VP, Patient Access & Health

Bob Spurr is US Country Head and Vice President, Patient Access and Health Policy for US General Medicines at Novartis Pharmaceuticals Corporation (NPC). He is responsible for strategically aligning resources to strengthen the value the company brings to leading customers, including pharmacy benefit managers, insurers, Medicare, Medicaid, Veterans’ Affairs, Department of Defense, senior care, chain pharmacies, wholesalers, employers, patients and physicians. Bob is also responsible for leading US Health Policy, State Government Affairs, the Patient & Specialty Services team, as well as sales, marketing and overall strategic development of the company’s Established Medicines business. He is a member of the US Country Executive Committee, the US General Medicines Executive Committee and the US Pharmaceutical Executive Committee. 

Bob, who has more than 25 years of commercial pharmaceutical experience in sales, marketing and managed markets, most recently held the position of Head of Novartis US Oncology Market Access. He began his career at Sandoz, serving in several sales and managed markets roles over 10 years, before moving to Aventis where he led a number of marketing and managed care teams. Bob later joined Ortho-McNeil where he was Vice President of Sales and Marketing for its Institutional Franchise. Before joining Novartis US Oncology in 2012, Bob held sales and marketing executive leadership positions at Lantheus Medical Imaging and Repligen Corporation. 

Throughout his career, Bob has been an action-oriented leader, committed to ensuring that appropriate patients have access to the medications they need. As Head of US Oncology Market Access, he led overall strategic planning and tactical execution for all Oncology Managed Markets/Market Access activities across the portfolio. Bob holds a Bachelor of Science degree from Keene State College in New Hampshire and earned an Executive MBA from Rutgers, The State University of New Jersey. 

        Alan J.Balch 
CEO, National Patient Advocate Foundation 

Dr. Balch is the Chief Executive Officer of Patient Advocate Foundation and National Patient Advocate Foundation. 

Dr. Balch has a decade of executive leadership in the non-profit sector with an emphasis on consensus-building and collaboration. From 2006 - 2013, he served as the Vice President of the Preventive Health Partnership -- a national health promotion collaboration between the American Cancer Society, American Diabetes Association, and American Heart Association. Prior to his work with the Preventive Health Partnership, Dr. Balch was the Executive Director of Friends of Cancer Research. 

He has led numerous federal advocacy efforts on a range of issues both at the legislative and regulatory level over the years. For example, he helped to organize and lead a coalition that successfully fought for improvements in the regulatory process for the review of cancer drugs at the Food and Drug Administration (FDA). He also contributed to the development of key federal policies related to the Affordable Care Act. 

Dr. Balch serves on the Executive Board of the Patient Advocate Foundation and National Patient Advocate Foundation and serves on the board for Fight Colorectal Cancer. Dr. Balch also is a member of the National Committee for Quality Assurance’s Wellness and Health Promotion Advisory Committee, a member of the Guiding Committee for the Health Care Payment Learning and Action Network (LAN). and serves on the Advisory Board for the Patient Resource Cancer Guides, the Partnership to Fight Chronic Disease, and the External Advisory Board for the Hutchinson Institute for Cancer Outcomes Research (HICOR). Dr. Balch also serves on the Finance Committee for the National Health Council in Washington, DC. 

He earned his PhD in environmental studies in 2003 from the University of California, Santa Cruz; his master’s degree in environmental sciences in 1997 from the University of Texas in San Antonio; his bachelor’s degree (cum laude) in biology in 1994 from Trinity University in San Antonio. 


Donna Drummond, CPA

Senior Vice President – Consolidated Support Services

North Shore-LIJ Health System



As Senior Vice President of Consolidated Support Services, Ms. Drummond is responsible for expense management for NSLIJHS and processes innovation for NSLIJHS support services by using best practice teams to achieve service and cost performance improvement across the Health System. Ms. Drummond leads the North Shore LIJ Service Alliance, a group purchasing organization created to service the North Shore LIJ health system hospitals and physician practices, its clinical affiliates, and other members. She is directly responsible for managing the North Shore LIJ supply chain ($2.2 billion annual spend), inclusive of contracting, procurement, accounts payable and warehouse operations. She also leads centralized services, including a central sterile joint venture with Synergy Health plc, biomedical and pharmacy operations and retail pharmacies.

A certified public accountant, Ms. Drummond joined North Shore-LIJ in 2002 as vice president, material support services. Ms. Drummond was next associate executive director of non-clinical services at North Shore-LIJ’s tertiary campuses. She then served as the chief procurement officer for the Health System from 2006-2011 during which time she led a supply expense management project which ultimately saved the health system over $200 million in supply-related expenses.

Before coming to North Shore-LIJ, Ms. Drummond held a number of positions with J.P. Morgan & Co., Inc. where she worked for 15 years. Prior to that, she was employed by Deloitte, Haskins & Sells.

Ms. Drummond holds a Bachelor of Science degree in accounting from Saint John’s University, Queens, NY.



Aymen A. Elfiky, MD, MPH, MMSc

Physician, Dana-Farber Cancer Institute/Brigham and Women's Hospital

Dr. Aymen Elfiky is a native of Brooklyn, NY who is a faculty member at Harvard Medical School and an Attending Physician at both the Dana-Farber Cancer Institute and Brigham and Women's Hospital.  He has received numerous awards and honors across a spectrum of endeavors including having been selected as a Fulbright Scholar.  His training and experience includes basic science research, translational/clinical research, healthcare management, policy, and clinical informatics.  Within the evolving healthcare landscape, given his formal work at the intersection of healthcare and technology, as an Associate Faculty at Ariadne Labs and a member of Partners’ Center for Clinical and Quality Analysis (CQA), Dr. Elfiky is focused on value-driven initiatives working across institutions to effect scalable solutions and innovations.

Dr. Elfiky maintains an active clinical workload with a primary focus on genitourinary cancers, including prostate, bladder, renal, testicular, and adrenal cancers. Transitioning his clinical focus to the inpatient setting, he will continue to facilitate patient, provider, and organizational needs at key phases in the healthcare trajectory, including care transitions and coordination.

Dr. Elfiky received his medical degree, along with a combined master’s degree in immunology, from Washington University School of Medicine in St. Louis, MO; he completed his internship and residency training in internal medicine at Yale and NYU.  He went on to complete his fellowship training in medical oncology at the Yale Cancer Center and Dana-Farber Cancer Institute while pursuing his master degree in Health Policy and Management at the Harvard School of Public Health.  He most recently completed formal masters training in biomedical/clinical informatics at Harvard Medical School and is completing his MBA at MIT.             


Mohan Rao, Ph.D.

Managing Director, Epsilon Economics

Dr. Rao is a Managing Director at Epsilon Economics and an Adjunct Professor in the Department of Industrial Engineering and Management Sciences at Northwestern University. He specializes in antitrust, intellectual property, and pharmaceutical economics.

Dr. Rao has provided economic analysis in antitrust litigation, including in cases involving monopolization, price fixing, and bid rigging, as well as the interplay between antitrust and intellectual property. His intellectual property experience includes valuing patents, trademarks, and trade secrets across a wide range of industries, including computers, information technology, manufacturing, utilities, consumer products, aviation, chemicals, and pharmaceuticals. He has experience in valuing early stage technologies in the pharmaceutical and biotechnology industries. He has studied market structure, competition, and performance of numerous pharmaceutical products, including pricing, marketing and promotion, clinical trials and regulatory approval. He has evaluated commercial success of patented products, including in ANDA actions. Dr.  Rao has served as an economics expert in U.S. and foreign courts and in U.S. and international arbitration proceedings.

Dr. Rao is a partner of Expression Therapeutics LLC, a biotechnology firm focused on advanced therapies for treating hemophilia. He serves on the Board of Directors of the Children's Hospital of Chicago, of the Stanley Manley Children’s Research Institute, on the Board of Trustees of the Rotary/One Foundation, and is a member of the Economic Club of Chicago.


Saul B. Helman, M.D.

Managing Director, Healthcare and Life Sciences Disputes, Regulatory, Compliance & Investigations, Navigant

Saul has over two decades of experience, providing support in investigations, litigation and compliance integration matters involving healthcare and life sciences companies. Applying his knowledge secured through working in international marketing and clinical development in industry, Saul has led projects involving expert witness testimony, litigation support, compliance implementation and assessment and investigation support. Saul has led the support of clients and external counsel with investigations of fraud and abuse in industry. 

Saul’s experience includes the development and implementation of global healthcare compliance programs, support of clients through Deferred Prosecution Agreements and Corporate Integrity Agreements, Pre-IRO support, Board and Executive level support through compliance program implementation or evaluation, auditing and monitoring of healthcare compliance programs, support of outside counsel through complex litigation matters including off-label promotion, clinical data management and disclosure, fraud and abuse (False Claims Act, Anti-Kickback Statute and Foreign Corrupt Practices Act) and aggregate spend reporting (Physician Payment Sunshine Act).


Cynthia (Cindy) Cetani

Global Integrity & Compliance Head for Novartis, International in Basel, Switzerland

In this role, Cindy is responsible for leading the ongoing evolution of the Novartis worldwide Integrity & Compliance (I&C) infrastructure, capabilities and key performance goals, including establishment and evolution of a cross-divisional shared-service model for I&C. Cindy is a member of the Global Compliance Leadership Team.

In her prior role, Cindy was Vice President and Chief Compliance Officer at US Novartis Pharmaceuticals Corporation (NPC) and US Country Head of Ethics & Compliance. Cindy led the Ethics & Compliance function for NPC overseeing the company’s Compliance Program. Coordinating with the Legal Department, Cindy was responsible for establishing standards and policies pertaining to regulatory requirements to help ensure legal, ethical, and proper conduct. As the US Country Head of Ethics & Compliance, Cindy was responsible for providing functional coordination and oversight for Compliance activities at the country level (cross-divisional), as well as to drive realization of cross-divisional synergies. Cindy chaired the NPC Compliance Committee, and served on the US GenMeds Executive Committee, the Pharma Executive Committee, the US Country Executive Committee, as well as the Global Compliance Leadership Team. Prior Novartis achievements included designing and leading NPC’s enterprise-wide aggregate spend program and ultimate compliance with Sunshine Act requirements, as well as successful execution of the 5-year Corporate Integrity Agreement.

Prior to joining Novartis, Cindy worked at Pharmacia/Pfizer Corporation. In addition to her work in the pharmaceutical industry, she has extensive experience in healthcare and life insurance, and over 15 years of experience in compliance-related roles.

Cindy holds a Bachelor of Science - Commerce, Finance - Magna Cum Laude from Rider College, Lawrenceville, New Jersey.

Chris Bradbury

Senior Vice President, Integrated Clinical Solutions and Specialty Pharmacy for Cigna

In addition to driving pharmacy clinical strategies and specialty pharmacy business, he leads efforts to integrate pharmacy capabilities and customer touch points to support Cigna's overall strategy to engage customers faster and deeper to improve health and lower total healthcare costs.

Prior to joining Cigna in 2013, Bradbury spent fifteen years at Medco Health Solutions where he led many of the PBM’s Clinical and Integrated Data Patient Safety Solutions as well as the Population Health, Chronic Care Management and Care Coordination solutions. In addition, he served as a management consultant for six years focused on business strategy, process reengineering
